|Wang Yi Talks about the Four Firm Supports of China's Policy Toward the Philippines|
On October 29, 2018, State Councilor and Foreign Minister Wang Yi and Foreign Secretary Teodoro Lopez Locsin of the Philippines jointly met the press after their talks in Davao.
Wang Yi said that Foreign Secretary Teodoro Lopez Locsin received the Chinese foreign minister as the first foreign minister after he took office, and Teodoro Lopez Locsin and former Foreign Secretary Alan Peter Cayetano received us together, which fully shows the importance that the Philippine side attaches to the China-Philippine relations.
Wang Yi expressed that my first talks with Foreign Secretary Teodoro Lopez Locsin was very positive and fruitful. We reviewed the important progress both countries have made over the past two years since the turnaround of the China-Philippines relations, and reached broad consensus on high-level exchanges and cooperation in various fields in the next phase. The most important consensus is that only by adhering to good-neighborliness and friendliness, always properly managing differences and continuously deepening mutually beneficial cooperation, can China and the Philippines, two close neighbors separated only by a strip of water, get along with each other. This will definitely bring real interests and long-term well-being to the two countries and the two peoples.
Wang Yi noted that the friendship between China and the Philippines has spanned for thousands of years and the two peoples have shared close bloodline. China has never been and will never be the rival or threat of the Philippines. Since President Rodrigo Duterte took office two years ago, he has always upheld independence, prevented external interference and led the Philippine people to score a series of extraordinary achievements. As a good neighbor and good friend of the Philippines, the Chinese side is truly happy about it. On the path of national development and rejuvenation of the Philippines, we are willing to, together with the Philippine side, support each other, march forward hand in hand and always be your most faithful friend and reliable partner.
The Chinese side will firmly support the Philippines in accelerating its economy and social development. As a significant hub of the Maritime Silk Road, the Philippines is a natural cooperative partner for the joint construction of the Belt and Road Initiative. The Chinese side is willing to actively integrate development strategies with the Philippine side and provide all-round, multi-field and in-depth support for the economy of the Philippines so that the Philippine people will gain more benefits from the relations between the two countries.
The Chinese side will firmly support the Philippines in safeguarding its national security and stability. The fights against illicit drugs and terrorism launched by President Rodrigo Duterte are conducive to providing a tranquil environment for the Philippines and its people's life and are conducive to maintaining regional peace and stability. It is a just cause of the Philippine people. The Chinese side will continue providing the Philippines with support such as material assistance, intelligence sharing and capacity building, and will also continue to speak in defense of and uphold justice for the Philippines in multilateral international occasions such as the United Nations (UN) and UN human rights organizations.
The Chinese side will firmly support the Philippines in playing a greater role in regional affairs. This year marks the 15th anniversary of the establishment of the strategic partnership between China and the Association of Southeast Asian Nations (ASEAN). Not long ago, the Philippines has taken over as the country coordinator for the China-ASEAN relations. The Chinese side is willing to work with the Philippine side to strengthen communication and coordination and jointly promote the upgrading of the China-ASEAN relations and cooperation among East Asian countries for greater achievements. The Chinese side will also increase investment in the East ASEAN Growth Area initiated by the Philippines as well as build a new platform for the China-ASEAN cooperation.
The Chinese side will safeguard peace and stability of the South China Sea together with the Philippines. In recent years, thanks to the joint efforts made by China, the Philippines and other countries in the region, the situation in the South China Sea has remarkably cooled down and showed a positive momentum. Recently, China and the Philippines have successfully held the third Meeting of the China-Philippines Bilateral Consultation Mechanism on the South China Sea with more progress being made in bilateral maritime dialogue and cooperation. The Code of Conduct in the South China Sea (COC) is not only the regional principle for China and the ASEAN countries to maintain peace and stability of the South China Sea, but also the upgraded and enhanced version of the Declaration on the Conduct of Parties in the South China Sea (DOC). The Chinese side is willing to work with the Philippines and other ASEAN countries to strengthen dialogue and cooperation and prevent external interference to complete the negotiation of the COC at an early date, so that the COC will fully play its role as a stabilizer in the South China Sea.
