Foreign Ministers of China, Afghanistan and Pakistan Hold Second Dialogue


On December 15, 2018 local time, the second China-Afghanistan-Pakistan Trilateral Foreign Ministers' Dialogue was held in Kabul, Afghanistan. State Councilor and Foreign Minister Wang Yi, Foreign Minister Salahuddin Rabbani of Afghanistan and Foreign Minister Makhdoom Shah Mahmood Qureshi of Pakistan were present.

Wang Yi said that China, Afghanistan and Pakistan are friendly neighboring countries to each other. Last December, the three sides successfully held the first Foreign Ministers' dialogue in Beijing, during which the three sides established the "1+3" cooperation model guided by the Foreign Ministers' dialogue and supported by the strategic dialogue, counter-terrorism and security consultation and practical cooperation and dialogue, and reached important consensus on advancing cooperation in various fields. Over the past year, the three countries have actively implemented the relevant consensus, with constant progress in the reconciliation process in Afghanistan, continuous improvement of Afghanistan-Pakistan relations as well as the acceleration and promotion of the construction of the China-Pakistan Economic Corridor and regional connectivity, showcasing the strong vitality and broad prospects of trilateral cooperation.

Wang Yi stressed that the accelerating evolution of the current international and regional situation has brought new opportunities and challenges to the security and development of the three countries and to trilateral cooperation. It is hoped that the three sides will strengthen dialogue and enhance mutual trust, and that the three sides will, through this dialogue, gather new consensus on promoting realization of the inclusive political reconciliation in Afghanistan at an early date, enhancing the momentum of improvement of Afghanistan-Pakistan relations, advancing practical cooperation and connectivity, and deepening counter-terrorism cooperation and other aspects, so as to jointly promote regional security, stability and development.

Salahuddin Rabbani and Makhdoom Shah Mahmood Qureshi fully agreed with Wang Yi's statement, highly appreciated the Chinese side's long-term efforts to promote peace, reconciliation and development in Afghanistan, propel the enhancement of mutual trust and improvement of relations between Afghanistan and Pakistan, and fully recognized the positive progress made in trilateral cooperation since the first trilateral Foreign Ministers' dialogue. The two sides noted that China is a good friend, good neighbor and trustworthy good partner of Afghanistan and Pakistan. Both sides are ready to maintain the momentum of improvement of Afghanistan-Pakistan relations and seriously implement the Action Plan for Peace and Solidarity. The two sides are willing to work with the Chinese side to expand trilateral cooperation under the framework of jointly building the Belt and Road Initiative and promote trilateral counter-terrorism cooperation for further in-depth and practical development to jointly safeguard peace, stability and prosperity of the three sides and the region.

During the dialogue, the three sides signed the Memorandum of Understanding on Anti-terrorism Cooperation and jointly issued a joint statement.

After the dialogue, Foreign Ministers of the three countries also jointly met the press.
