The 4th Lancang-Mekong Cooperation (LMC) Foreign Ministers' Meeting Held in Luang Prabang


On December 17, 2018 local time, the 4th Lancang-Mekong Cooperation (LMC) Foreign Ministers' Meeting was held in Luang Prabang Province, Laos. State Councilor and Foreign Minister Wang Yi, Foreign Minister Saleumxay Kommasith of Laos, Deputy Prime Minister Hor Nam Hong of Cambodia, Foreign Minister Don Pramudwinai of Thailand, Minister of State for Foreign Affairs U Kyaw Tin of Myanmar, and Deputy Prime Minister and Minister of Foreign Affairs Pham Binh Minh of Vietnam attended the meeting. The meeting aims to implement the outcomes of the 2nd LMC Leaders' Meeting, plan the next-stage development of the LMC, and prepare for the 3rd LMC Leaders' Meeting.

Wang Yi expressed that adhering to the theme of Shared River, Shared Future, the LMC has given full play to the six countries' advantages of geographical proximity, people-to-people and cultural affinity, and economic complementarity, achieved rapid development, and yielded positive outcomes, striding from incubation period to growth period. The LMC has not only added impetus to cooperation between China and the Association of Southeast Asian Nations, but also improved relations and enhanced affinity among regional countries. Under the care of all parties, the LMC is thriving, with new progress made in improving quality and upgrading, and the concept of production capacity cooperation put into action. People of the six countries have shown greater goodwill and support for the LMC, hence cooperation fields have been further expanded. With the joint efforts of the six countries, rules and regulations have been put in place, which has laid a solid foundation for the LMC. As a result, the Lancang-Mekong spirit, which puts development first, encourages equal consultation, promotes pragmatism and high efficiency, and enhances openness and inclusiveness, has been developed from the shallower to the deeper step by step, showing bright development prospects.

Wang Yi stressed that in the current international situation, unstable and uncertain factors are on the rise, and unilateralism and protectionism are impacting international rules. The new situation brings about new challenges. The six sides should deepen partnership, and adhere to the principle of tapping into complementary advantages, seeking mutual benefits and reciprocity and making gradual progress, so as to jointly build an LMC economic development belt. The six sides should promote high-quality capacity cooperation, cultivate innovation highlights and growth points, and make greater efforts to achieve the economic sustainable development of the Lancang-Mekong River basin, thus boosting respective development of national economy and playing a greater role in promoting regional prosperity.

Foreign Ministers present at the meeting agreed on Wang Yi's remarks. They highly affirmed the positive outcomes achieved by the LMC in various fields over the past year, and praised the LMC for its important role in promoting regional economic development, improving people's livelihood, protecting environment, intensifying people-to-people and cultural exchanges and so on. The benefits have been shared by all regional countries and their people. All parties noted that China is the closest friend and partner of countries along the Mekong River, and they extended thanks to China for its contribution to advancing the development of the LMC and sub-regional integration. All parties are willing to work together to maintain the strong momentum of the LMC, make utmost effort to integrate the development strategies of each side, and enhance infrastructure construction and connectivity. They will give full play to their comparative advantages, discuss various forms of capacity production cooperation, promote greater cooperation in education, youth, locality and other fields, and strengthen complementarity and mutual promotion with other regional and sub-regional mechanisms, so as to achieve mutual benefit and common prosperity.

The meeting adopted the Joint Press Communiqué, and issued a progress report of the year 2018 on implementing the LMC Five-Year Plan of Action, a list of the projects supported by LMC Special Fund in 2018, and a research report on the LMC economic development zone composed by think-tanks of the six countries. The anthem for the LMC was also released.

After the meeting, Wang Yi and Saleumxay Kommasith jointly met the press.
